Blaster (Qualified)

OSHA Reference: General Industry 29 CFR 1910.119 (c) A blaster shall be qualified, by reason of training, knowledge, or experience, in the field of transporting, storing, handling, and use of explosives, and have a working knowledge of State and local laws and regulations which pertain to explosives.

Aerial Lift Operator Training

(iii) Training of employees in the operation and inspection of working platforms shall be done by a competent person. (iv) Written work procedures for the operation, safe use and inspection of working platforms shall be provided for employee training. Pictorial methods of instruction may be used, in lieu of written work procedures, if employee communication is improved using this method. The operating manuals supplied by manufacturers for platform system components can serve as the basis for these procedures.

(v) The employer shall certify that employees have been trained in operating and inspecting a working platform by preparing a certification record which includes the identity of the person trained, the signature of the employer or the person who conducted the training and the date that training was completed. The certification record shall be prepared at the completion of the training required in paragraph (i)(1)(ii) of this section, and shall be maintained in a file for the duration of the employee’s employment. The certification record shall be kept readily available for review by the Assistant Secretary of Labor or the Assistant Secretary’s representative.

Rigger Certification

NCCCO - National Commission for the Certification of Crane Operators

NCCER - National Center for Construction Education & Research

NCCCO offers level 1 and 2 Certified Rigging tests that are conducted by a proctor. The written exam consists of 60 questions which have to be completed in 60 minutes. The practical for the certified rigging exam demonstrates basic rigging competency.

Scaffold Building Competent Person

OSHA Reference: General Industry 29 CFR 1926.454

(b) The employer shall have each employee who is involved in erecting, disassembling, moving, operating, repairing, maintaining, or inspecting a scaffold trained by a competent person to recognize any hazards associated with the work in question. The training shall include the following topics, as applicable: (b)(1) The nature of scaffold hazards; (b)(2) The correct procedures for erecting, disassembling, moving, operating, repairing, inspecting, and maintaining the type of scaffold in question; (b)(3) The design criteria, maximum intended load-carrying capacity and intended use of the scaffold; (b)(4) Any other pertinent requirements of this subpart. (c) When the employer has reason to believe that an employee lacks the skill or understanding needed for safe work involving the erection, use or dismantling of scaffolds, the employer shall retrain each such employee so that the requisite proficiency is regained. Retraining is required in at least the following situations: (c)(1) Where changes at the worksite present a hazard about which an employee has not been previously trained; or (c)(2) Where changes in the types of scaffolds, fall protection, falling object protection, or other equipment present a hazard about which an employee has not been previously trained; or (c)(3) Where inadequacies in an affected employee's work involving scaffolds indicate that the employee has not retained the requisite proficiency.

Scaffold User

OSHA Reference: General Industry 29 CFR 1926.454

(a) The employer shall have each employee who performs work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. The training shall include the following areas, as applicable: (a)(1) The nature of any electrical hazards, fall hazards and falling object hazards in the work area; (a)(2) The correct procedures for dealing with electrical hazards and for erecting, maintaining, and disassembling the fall protection systems and falling object protection systems being used; (a)(3) The proper use of the scaffold, and the proper handling of materials on the scaffold (a)(4) The maximum intended load and the load-carrying capacities of the scaffolds used; and (a)(5) Any other pertinent requirements of this subpart.

This section supplements and clarifies the requirements of 1926.21(b)(2) as these relate to the hazards of work on scaffolds.
